Actually the blue appears to be the light reflecting off the wind shield and the others are the red glare circles from the light reflecting off the camera lens. Correct me if I'm wrong. Would I also be right to guess that the light on the windshield is the flash from the camera itself? ^^

And if I had to make a serious guess, the red and more-green-than-blue lights are street lights. They're more colorful from difraction... I think.
