Yeah, I'm having some problems with motion blurring. These are the main questions...

1: How do I choose the thing I want to motion blur from the pic?
2: Should I create the motion blur during or after the making of the comic?

all help appreciated

select the layer you want to blur then go to
Effects>Blur>Motion blur

1. You could use layers, and in one layer, have the object you want to have the motion blur.

Then just merge the layers, and viola!

Um so I save a whole new pic or I printscreen then cut it and paste it into a new layer?

What I do is have one layer that is exactly the same as the layer you're trying to motion blur, then:

1. I motion blur the replica.
2. Put underneath and a bit sideways from the real one, so it looks like the real one is moving (that's the point of motion blur, lulz)
3. Do it all DURING.

alright, but what tool do I use to duplicate it? Do I just make a rectangle around it?

Well, I have no clue with paint.NET, but can't you just paste it one more time? o_o
