The two things you must do to gain limit breaks is kill monsters and use your limit breaks.
Tip for gaining first limit breaks faster
Use Hypers on your characters. The status condition Fury will lower their defense, which will allow them to take more damage.
You can put Cover materia on one character, but that will only damage that character.
The best way to get your characters' limit gauges up is by manipulating one enemy, and making that monster attack your party. It is probably the fastest way ^__^
You earn the 2nd limit break in a level by killing monsters.
This one is a no brainer. Just find a forest area and fight there. Those places usually spawn large groups of monsters at a time. You can use summons, magic+all, enemy skills such as trine, or slash-all if you have it at that point.
If you are working on your limit break fairly early in the game (before junon), you can fight large groups of monsters inside the mythril cave (the one you enter after crossing the Midgar Zolom marsh) and kill them easily by casting enemy skill matra magic or magic+all.
The forest area outside rocket town is pretty good for killing large numbers, but those mushrooms are pretty fast, and they usually get an attack or two in before you can attack them.
