It is depending on what training route you take. If you are going to pq to 70 then it's a party skill. If you take the grinding route then it's an attack skill. The reason why I say it isn't much of a bonus is due to the lack of an accurate heal formula. The damage is so random sometimes that the damage boost isn't as evident as a lukless I/L or F/P wizard.
