Heal will, because you can attack up to 6(!) monsters at a time with it, essentially deviding the cost per monster by 6, 24/6 is 4. 4*5 is 20 per monster, so not only do you use LESS MP that you would with MC, but with MC you're taking damage from the mob that's after you. What do you do? You heal. If there are no monsters around, you just added 24 MP to the cost of attacking with MC. 40 MP * 6 = 240 MP to kill that mob. You heal once, making it 264 MP instead of 120 you'd use with heal.
Correct me if I'm wrong on the math. You might be able to kill a wraith in less than 5 hits at lv 41 with maxed heal. So essentially, not only do you train faster by training in a mob, you devide IN HALF youir MP cost if you use heal, not including healing to restore your HP after using MC. Again, correct me if I'm wrong, I just finished beating Mario with Sonic in brawl, so I'm not thinking at my best.
Also, one of the key points of a cleric is to party, and if you dont max heal, noone will party you.
So by using MP eater as opposed to maxing heal, you use MORE MP. More MP means MORE MONEY SPENT. I believe that you spend 2.2x less if you have heal at lv 15 IIRC. I don't quite remember what my level was when I did the calculation.
If for some twisted reason you decide to follow this build, train at cellions. It will (hopefully) make up for the money spent by not maxing heal until later.
And this concludes my long explanation on why to max heal early.
EDIT: If you're that nervous about spending money, put ONE point into MP eater at your next level. I wouldn't reccomend it because you'll have to put in that extra point at lv 42.
That is unless you didn't put your first point in tele. Then feel free to if that point went in heal.
