As for speedbooster, that would probably only be of much benefit if you're running something that's making full use of your system resources.

The higher the refresh rate, the better. The drivers for your monitor should result in you being able to select the higher refresh rate. It also depends on screen resolution. At 1680x1050 my max is 60hz, at lower resolutions 75hz works.
